The Panlab and FIRE principle of Openness, Excellence, Management and Governance requires special attention to the operational area how to organize the systematic evaluation and development work.
Commitment to principles for the federation of research testbeds in Europe states that in particular the principles as Openness, Excellence, Management and Governance are fundamental for an efficient testbed federation that provides added value to European research on future networks and services. To be able to secure the fulfillment of these principles an organizational framework is needed.
The EFQM organizational model and its main principles are used to secure the reuse of best practices for the system deployment and further development. EFQM model is a widely known model which helps organizations to continuously improve and achieve higher levels of performance in all operational areas. The model can be used for both definition phases as well as for future guidance and development. The model is a practical tool which offers pragmatic way for different type of operative analysis and decision making.
The EFQM model consists of nine criteria, five enabler areas and four result areas. Enablers cover what an organization does and the result areas cover what an organization achieves. Enabler areas can be improved by using the feedback from the result areas.
