Deliverable D2.3 User and Operations Manual
The structure of Pan-European laboratory needs to be defined in agreed entities. The basis of the Panlab is the resources and assets owned by administrative domains, separated by reference points. In order to specify the policies and allowed interactions between administrative domains one needs to specify the visibility and rights of each resource in the domain with regard to interconnected domains. These rights and visibility are included in the contract. The contract is established between administrative domains and can be negotiated. However, for streamlining the establishment of contracts, only the technical aspects of a contract will generally be subject to possible negotiations. The general terms and legal grounds will be a fixed part of the contract.
This document provides initial definition to operational and administrative procedures for handling access to remote resources. It also defines the general framework agreement needed to streamline the establishment of contracts between stakeholders in the Pan-European laboratory.

Panlab booklet
Deliverable D3.1 Panlab booklet
The Panlab booklet contains a summary of all results of the project presented at
management level. The booklet is created from extended information available in the Executive Summaries and the Conclusions from all technical and conceptual project deliverables. This document is provided for a wider range of readers interested in the results of the Panlab project and concept for the establishment of a European test-bed federation.

Legal Framework (Version 2)
Deliverable 2.1 Legal Framework (Version 2)
This version extends the first version of the legal framework and includes the following:
- Description of Panlab organisation (proposed governance and basic business rules) and list or required legal documents for establishment of such an organisation,
- Panlab Charter document, and
- Requirements on Articles of Association document for future Panlab organisation

Approach to Technical Infrastructure
Deliverable D2.2 Approach to Technical Infrastructure
For realizing the proposed Panlab federation a supporting technical infrastructure must be developed and deployed that takes into account basic technical requirements; among others:
• How to interconnect remote testing resources
• How to describe and locate testing resources
• How to enable access in a uniform way
This deliverable investigates the means to set-up and to control a federation of testbeds from a technical point of view and describes processes that allow for an automated, within the context of a certain contract, access of remote assets and resources.

Legal Framework
Deliverable 2.1 Legal Framework
This deliverable deals with issues related to the legal framework to be applied for a future Pan-European Laboratory as an organisation (Panlab organisation) which will establish a federation of test-beds in accordance to the Panlab concept and which will provide various testing services to its customers. Thus, this deliverable gives a definition of the future Panlab organisation and the respective Panlab Office, and considers in details various options for its legal establishment: profit/loss and non-profit legal entities or self-organising entity. The recommendation given in this document is that a future Panlab organisation should be established as a non-profit legal entity with the possibility for testbeds, which federate through the Panlab organisation, to offer testing services on a commercial basis.

Deliverable D1.3 Roadmap for Pan-European Laboratory
This third Panlab project deliverable D1.3 (Roadmap for Pan-European Laboratory) presents the necessary milestones and time schedule, with different aspects (legal and organization issues, infrastructures, operations as well as service offering), for the establishment of the Pan-European Laboratory, from the initial steps up to the full-scale operation.

Deliverable D1.2 Vision for Pan-European laboratory
This second project deliverable D1.2 (Vision for a Pan-European Laboratory) is a further step to define what could be Pan-European Laboratory in terms of organization and functionalities, who will be the participants, and which mechanism are required for effective operation. It takes into consideration the other test-beds initiatives (national, European or international) and their objectives, which are potential partners or alternative actors. The intention of this document is to be used as a reference for next steps in the definition of the Pan-European Laboratory.

Vision for ICT
Deliverable D1.1 Vision for ICT
This first project deliverable D1.1 (‘Vision for ICT’) presents the ecosystem around a Pan-European laboratory: major technological programs at a European level (like IST technological platforms, Eureka clusters), international and national activities related to ICT. Major issues to consider are identified: regulatory aspects, business model, areas and directions for a Pan-European laboratory. This document will serve the Panlab project to further define a Pan-European laboratory vision, and might also serve as a generic input for various European collaborative projects.

Dissemination Plan
Deliverable D3.3 Dissemination Plan
The dissemination plan describes the planned activities towards dissemination of project results. It elaborates on the main dissemination objectives and the measures taken to achieve them, namely web site, brochures, workshops and other events. The dissemination plans may change over time as the project progresses. If the need arises the dissemination plan will be revised accordingly.
